Word of rescue workers recovering a second flight recorder from Malaysian Airline Flight 17 surfaced early Friday morning, just as pro-Russian separatists in the Ukraine agreed to provide assistance in the investigation into the crashed airliner. According to the Organization for Security and Cooperation in Europe (OSCE) — a security and rights body — the Ukraine rebels said they will ensure safe access for international experts visiting the site.
